Jeff,

If you are talking about the binders, you could use a heavy tape.
However, I would definitely put new binders on your Christmas or
birthday wishlist.

If you are talking about the pages themselves, I use those
"reinforcement" thingies that office supply houses sell. They used to
be white, but now are also available as transparent.

Also, replacement fly-leafs can be purchased to help isolate the first
pages (which tend to get the most wear and tear) from the binder
covers. They are inexpensive for just a few, but if you are repairing
an entire collection, it might add up to quite a few dollars.
